International university students studying in Malaysia – your 2021 FAQs answered - StudyMalaysia.com

If you’re an international student studying at a higher education institution in Malaysia, you might have some questions about heading back to college or university in view of the Covid-19 pandemic.

On 31 December 2020, the Ministry of Higher Education (MOHE) released a list of answers to frequently-asked-questions (FAQs) for students returning to higher education institutions. Here’s what you need to know:

  1. All higher education institution (HEI) students will return to their campus in phases, according to their course of study. Classes will be a combination of face-to-face and online sessions.
  2. All new and currently enrolled international students (except students from the UK) are allowed to return to their campus in Malaysia from 1 January 2021.
  3. Students will need to pay for their own travelling expenses when returning to campus.
  4. The respective higher education institutions will carry out the return of students to campus in phases as early as mid-February 2021.
  5. All students will receive a notification from their institution informing them of when to travel to campus.
  6. Students staying on and off-campus have a social responsibility of adopting new normal practices to prevent the spread of Covid-19 such as social distancing, washing hands frequently, avoiding handshakes, putting on a facemask, maintaining good personal hygiene, etc.
  7. All students must use the MySejahtera application on and off campus to enable contact tracing by the Malaysia Ministry of Health.

Applying to travel to Malaysia

  1. Submit your application to enter Malaysia through Education Malaysia Global Services (EMGS) online at https://educationmalaysia.gov.my/
  2. Receive approval letter from the Director General of Immigration.
  3. Download, fill out and sign the Letter of Undertaking (LOU) and receive a Travel Note from an appointed Malaysian Representative.
  4. Undergo an RT-PCR COVID-19 three days prior to your departure to Malaysia.
  5. Download and the MySejahtera app on a smartphone and complete all required details three days before you arrive in Malaysia.
  6. Make an online payment for the COVID-19 detection test and full quarantine cost before leaving for Malaysia at www.myeg.gov.my and present the payment slip at the point of entry.
  7. Present the Travel Note to the airline staff when checking in.

What information do you need to provide when submitting an application to enter Malaysia?

Important notes:

All applications to enter Malaysia must be made through EMGS. Do not apply directly to the Immigration Department of Malaysia.

You will not be allowed to enter Malaysia without the signed LOU and Travel Note.

All international students MUST undergo an RT-PCR COVID-19 three days prior to their departure to Malaysia.

The Ministry of Health has also decided to shorten the quarantine period from 14 days to seven days for incoming travellers that provide their RT-PCR COVID-19 test results at the international arrival gates. International travellers that are not able to provide RT-PCR COVID-19 test results will be subjected to a quarantine period of 10 days.

If the RT-PCR COVID-19 test results is dated more than three days prior to the departure date, the results will not be accepted and the international student must undergo the RT-PCR COVID-19 test at the international arrival gate once again. The international student will then be subjected to a quarantine period of 10 days.

The RT-PCR COVID-19 test results must be in English so that it can be inspected by the respective authorities in Malaysia upon arrival.

Students will also need to be take RT-PCR COVID-19 test again at the international arrival gate and undergo a health screening test.

International students travelling to Sabah and Sarawak on transit

For students travelling to Sabah or Sarawak:

  1. You can undergo your quarantine in Sabah or Sarawak if your transit period is less than 24 hours
  2. If your transit time exceeds 24hours, you have to undergo your quarantine in peninsular Malaysia (Kuala Lumpur/ Selangor/ Negeri Sembilan) for 7 or 10 days before you’re allowed to fly to Sabah or Sarawak.

Quarantine Station

Students are not allowed to choose their quarantine station.

Second swab test:

  1. Students who presented proof of their RT-PCR COVID-19 test at the international arrival gate in Malaysia will undergo the RT-PCR/ RTK Ag COVID-19 test on day-5 of quarantine.
  2. Students who did not have proof of their RT-PCR COVID-19 test at the international arrival gate in Malaysia will undergo the RT-PCR/ RTK Ag COVID-19 test on day-8 of quarantine.

Students with positive test results will be referred to the hospital for further treatment as per the guidelines set by the Ministry of Health (MOH) while those who test negative will be issued a Release Order upon completion of the quarantine period.

Students under quarantine must carry out a daily self-assessment using the Home Assessment Tool in the My Sejahtera app for 14 days from their arrival date.

Using EMGS, HEIs must identify the quarantine station location of their students.

HEIs must provide transportation arrangements for their students from the quarantine station to the institution. Students are not allowed to travel from the quarantine station to the institution on their own.

International students who have completed the quarantine do not need to be quarantined again at the institution.

All fees imposed by the Government of Malaysia including COVID-19 detection test, quarantine cost, and hospital admittance fee (if required) must be borne by the international student.

The quarantine cost remains the same as previously announced. International Students are required to pay RM150/ per night and a fixed fee of RM 2,600 (Quarantine Station Operations). This does not include the cost for COVID-19 detection tests.

International students who wish to enter Malaysia are required to make an online payment for COVID-19 detection test charges and quarantine cost before leaving for Malaysia. This directive is still applicable however cash payment at the international arrival gates will still be allowed until further notice.
