Chief Executive Officer, Malaysian Qualifications Agency

As Malaysia moves towards becoming a choice regional centre for learning, it is imperative that the quality of higher education in the country is of international standards. To gain international recognition, it is critical that a comprehensive legal framework be in place.

I am pleased to announce that the Malaysian Qualifications Agency Bill was passed by the Malaysian Parliament in July 2007 and is now awaiting approval from DYMM Seri Paduka Baginda Yang Di-Pertuan Agong before it can take effect as the Malaysian Qualifications Agency Act 2007.

The Act will effectively establish the Malaysian Qualifications Agency (MQA) as a national quality assurance entity and will then take over the roles and responsibilities of the National Accreditation Board (LAN) and the Quality Assurance Division of the Ministry of Higher Education.

As the gatekeeper of a unified Malaysian higher education system, the Agency is entrusted with the implementation of the Malaysian Qualifications Framework (MQF) which consists of qualifications, programmes and higher education providers based on a set of criteria and standards, including learning outcomes achieved and credits based on student learning load. All institutions of higher learning will be required to subscribe to the MQF.

In view of this, my immediate task is to prepare for the smooth transition from LAN to MQA. With the support and cooperation of all our stakeholders in the field of higher education, I am sure this transition will be successful and provide a strong foundation as we enter a new and exciting era of higher education and its quality assurance processes in Malaysia.

I would like to congratulate Challenger Concept (M) Sdn Bhd on the release of the 11th edition of the Education Guide Malaysia. This Guide will help complement the efforts of the Agency in disseminating information on Malaysian institutions and programmes that have reached nationally accepted and internationally benchmarked standards.
