马来西亚之一瞥

简介

马来西亚是位于东南亚心脏地带一个迷人的国家。她是一个拥有多元种族、各种文化风情及宗教色彩，但人民却能和睦 共处的一个热带天堂。

马来西亚涵盖东马及西马。西马是一个半岛，四周环绕的是东部的南中国海、西部的马六甲海峡、北部的邻国泰国及坐 落于南部的新加坡。全马覆盖面积329,758平方公里，并由约40英里的海洋隔离东马与西马。

至于在中小学教育方面，马来西亚也在私立教育领域里提供学费合理的多项选择，其中包括52所国际学校(美国、英国及澳洲式)及15所外侨学校(法国、德国、日本及台湾式等)。它们皆提供由学前至高中阶段的完整教育课程。

马来西亚的教育体系

概况

在马来西亚国家教育体系里，为全民提供健全的教育是中 央政府的职责。马来西亚拥有从学前至高等教育的完整教 育体系。学前及中学教育乃属马来西亚教育部管制，而马 来西亚高等教育部则负责管理高等教育事项。大马政府的 使命是推广马来西亚成为区域性卓越教育中心。

小学及中学教育

政府为全民提供十一年的中小学免费教育。小学一年级的 入学年龄为七岁，而这六年的小学教育乃属强制性。中学 教育则分初中三年及高中两年。学生们在完成小学六年、初中 三年及高中两年的教育后，必须面对各阶段的政府考试。

大学预科教育

在完成中学教育后，学生们可选择修读一至两年的大学预 科课程，以作为入读高教课程的入门科。这十二年的中小 学及预科教育乃是毕业生修读第一学年学士学位课程的基 本入学条件。

高等教育

马来西亚高等教育学府所提供的学术资格包括证书、文凭、 学士、专业、硕士及博士学位资格。这些由政府及私人教 育领域所提供的课程吸引了无数的海内外学子。

我国的高等教育办学者涵盖以下:

公立教育

基本上，大马政府为全民提供超过百分之九十五的中小学 教育及约百分之六十的高等教育；其余则由私人界办学者 所提供。

• 私立教育学府(PEIs) - 提供学前、小学及中学教育,学府 类型包括国际及外侨学校。

马来西亚的私立高等教育领域为本地和海外学生提供多如繁星的升学选项。学生们可根据自己的兴趣选读学费廉宜 的本地私立大学或外国大学课程。目前，著名的英国及澳洲大学已在马来西亚设立外国大学分校。其他如美国、英国、 加拿大、澳洲、法国、德国和纽西兰的大学也纷纷与马来西亚一些私立学院合作开办双联课程、特许课程和校外课程。 与此同时，本地私立大学提供的优质课程，加上其具竞争力的教育费更不失为一个佳选。

屹立于东南亚及亚太区卓越教育中心的地位，大马高教学府所提供的教育课程被定位于高素质及具国际水平，并受政府严密监督。 这些获高教部批准办学的大专院校受管制于1996年教育法令、1996年(修正)大学及大学学院法令、1996年私立高等教育机构法令、 1996年国家高等教育理事会法令以及2007年大马学术资格鉴定机构法令。

私立学院课程类型

(一) 校内文凭课程
自1980年初开始，大马私立学院已开办由学院本身颁发学位资格的文凭课程，并以英语为教学媒介语。此类课程的最大优势 乃是它受澳州、加拿大、纽西兰、英国、德国及美国等外国大学认可及授予优先转学(Advanced Standing)地位，以便进入这些 大学修读第二或最后学年的学士学位课程。

(二) 为参加校外专业资格考试的学生提供备考课程
私立学院也开班为报考本地及海外专业资格考试的学生备考，以协助他们考取佳绩。这些专业资格包括以下：

• 专业团体(英国特许合格会计师协会、英国特许管理会计师协会、国 特许秘书及行政人员协会)
• 半专业团体(马来西亚银行协会、伦敦工商会考试委员会、英国国家脑中心)
• 外国预科学术考试课程(英国剑桥“A”水平、澳洲或加拿大大学先修程)
• 外国英语课程(英国剑桥考试委员会)

(三) 英国、美国、澳洲、纽西兰、加拿大、德国及法国等大学的学士学位课程学生可以选择在私立学院修读外国学士学位课程。
此项课程乃是由学院根据它和海外伙伴大学议定的教育合作模式而开办。这项选项可分为配套式(Split Degree)及一站式(Entire Degree)。

(i) 配套式 (Split Degree) 所谓配套式升学乃是以双联、学分转移及优先转学方式开办的学士学位课程。

• 双联课程 (Twinning Programme)允许学生先在本地私立学院完成一部分的外国学位课程，之后再进入指定的外国伙伴大学修读
  其余的课程，继而考取有关大学的外国学士学位。
• 学分转移课程 (Credit Transfer Programme) 乃是私立学院通过与多所外国大学结盟，让学生先在本地修满指定学分，
  并达到有关大学的标准后，再把学分转移到属意的外国大学继续完成课程，并考取学士学位资格。这项灵活的升
  学途径在美国大学的教育制度下非常普遍及受欢迎。
• 优先转学课程 (Advanced Standing Programme) 意指学生先在本地私立学院修读一或两年的文凭课程，并在获颁文凭资格后
  再转入外国大学继续攻读第二学年或最后学年的学士学位课程。但有关的文凭课程必须事先获得相关大学的核准与审考，
  并符合大学的学术要求方可被接纳。

(ii) 一站式 (Entire Degree)
这项升学安排让学生能在本地私立学院完成整个学士学位课程。其课程类型有以下两种：

• 3+0 外国大学学士学位特许课程
  根据这项安排，私立学院被授权在马来西亚开办外国大学的三年制学士课程，并在学业完成后由该大学颁发学士学位资格。
  换言之，学生不必出国留学便可考取外国大学学士学位。
• 外国大学学士学位校外课程
  在这项安排下，学生将在外国大学授权的私立学院上课，并报考有关大学的校外考试。考试及格者将获 
  该大学颁发学士学位资格。

(四) 硕士及博士学位课程在与外国大学的合作下，马来西亚私立学院为国内外学生提供选择广泛的硕士及博士研究生课程。这些课程的素质 不但达国际水平，而且学费相宜，可说是经济实惠。

私立大学课程类型

通过这些私立大学，学生可选修学士学位或研究生课程，两者皆以英语作为教学媒介语。由于学费相宜，学术资格也广
受世界认可，这些大学已成为国内外学生的首选。学生可报读的课程领域也十分广泛，从商业、工程、资讯工艺、
医药、服务至文学都应有尽有。

外国大学分校课程类型

在开放的教育政策下，我国的首间外国大学分校－莫纳斯大学成立于1998年。目前，我国共设有五所外国大学分校，它们所提供的
课程百分百和原校一样，但学费方面在相较之下，却比远渡重洋来得便宜。

在外国大学分校报读的学生同时也被受承认为外国原校学生。因此，学生在外国大学分校进修课程期间，可选择转校至
外国原校修读一或多个学期(除最后学年外)，以体验外国的学习生活。

马来西亚的私立高等教育学府为国内外学生提供多项选择的升学途径。屹立于东南亚及亚太区卓越教育中心的地位，大马私立

双联学士课程（2+1)

马来西亚各高教学府于二十多年前已开始开办双联学士课程。对于那些欲考取外国学士资格的学生来说，此类型·课程确实非常受欢迎。在双联课程的形式下，学生可先在马来西亚完成一年、一年半、两年或两年半的三年制外国学位课程，接着再出国指定的外国伙伴大学修完其余的课程,并考取有关的外国学士学位资格。

马来西亚入境条规

外国学生一般上只需通过简便的入境手续便可进入马来西亚深造。以下为马来西亚移民厅所列出之入境条规：

作为大马留学生的基本条件

• 获公立或私立高等教育学府录取修读全 日制课程（包括英语课程）
• 具备支付学费及生活费的经济能力
• 身体状况良好，品行端正
• 拥有马来西亚高教部所要求的保险配套
• 纯粹为了升学而申请入境

申请学生准证程序

所有留学生准证都必须通过马来西亚高等教育学府代为申请。除中国留学生外，所有准证及签证都是由马来西亚移民厅全权处理及签发。中国留学生必须直接向马来西亚大使馆或马来西亚驻中国领事馆申请入境签证。

留学生之家庭成员申请居留准则

马来西亚移民厅将准许留学生的家人逗留在马来西亚陪读，直至课程修读完毕，唯需符合以下准则：

• 留学生的父母
• 来自中东国家留学生之配偶、孩子及父母
• 修读硕士或博士学位课程留学生之配偶 及孩子

留学生进行课余工作之条规

马来西亚政府也允许修读全日制课程的留学生在超过七天的学院假期里进行课余工作，唯每周不可超过二十小时，并且须符合马来
西亚入境规定。
