Guidelines for international students returning to Malaysia -

Are you an international student planning to return to Malaysia for your higher education studies? With effect from 24 July 2020, these new guidelines from the National Disaster Management Agency (NADMA) will apply to all international students travelling to Malaysia by air, sea or land.

Here’s what you need to do:

  • Download and sign a Letter of Undertaking (LoU) that must be submitted by email, at least 3 days before departure, to any of the Malaysian embassy offices abroad. Include your passport biodata page and your flight or travel itinerary. Find the Malaysian mission/embassy/high commission in your country here.
  • Subject to approval, the Malaysian Embassy will then issue and email a Travel Notice (TN) to you. Print both the LoU and TN before departure.
  • This TN must be produced at the point of departure. Without the TN, you will not be allowed to travel.
  • Before leaving your country, download the MySejahtera app and fill out the required information, e.g. flight details and health declaration. The MySejahtera app can be downloaded from the Apple App Store, Google Play Store or the Huawei App Gallery.
  • Previously, travellers needed to get themselves tested for 3 days before departure. This is no longer compulsory; however, depending on the respective airlines’ regulations, a COVID test may still be required. Do check with your airlines before you travel.
  • When you arrive at KLIA or KLIA2, the LoU must be produced. (The Immigration Dept reserves the right to issue a Not-to-Land order if the student fails to present the Letter of Undertaking.)
  • A health screening will be conducted and if you show any signs or symptoms of COVID-19 you will be referred to a hospital for treatment. A COVID-19 test will be carried out wither at the arrival hall or at the Quarantine Centre.
  • You will then be sent to the Quarantine Centre determined by NADMA, which includes hotels or other premises designated by the Malaysian government. Students are not allowed to choose the Quarantine Centre.
  • The cost of the quarantine is RM150 per day. The hotel will require full payment and/or deposit at the point of check-in. Credit card payments are encouraged.
  • The quarantine period is 14 days, or any number of days as determined by the Ministry of Health, Malaysia.
  • If you’re travelling with a family member, you can request to share a room.

What to expect during quarantine:

  • There will be officers overseeing your safety and welfare during your quarantine period.
  • Three meals will be provided each day. If you have any dietary restrictions, you can inform the officer when you check in at the quarantine centre.
  • You’ll need to do your own laundry.
  • You’ll need to carry out health self-checks each day. If you experience any COVID-19 symptoms, you’ll need to inform the officer in charge immediately.
  • Your communication channel during the quarantine period will be through phone or SMS, or Whatsapp and Telegram.
  • You’re not allowed out of the room. No visitors or gatherings are allowed even if they are at the same quarantine centre.
  • Food delivery is also not allowed.
  • No smoking.
